Minimal rank perturbations of matrix pencils

Abstract

In this paper we give a solution to the bounded rank perturbation problem for matrix pencils in the case when the rank of the perturbation pencil is the minimal possible. The key ingredient of the paper is a novel, direct link between the bounded rank perturbation problem in the minimal case, and a minimal matrix pencil completion problem.
